Effective January 2, Arkansas drivers can take part in two new voluntary programs designed to make traffic stops safer and less stressful for people with mental illness or autism.
The Green Envelope Program is for drivers diagnosed with a mental illness, while the Blue Envelope Program is for individuals on the autism spectrum. Each envelope holds a driver’s license, registration, and insurance, and serves as a visual cue to law enforcement that the driver may need clear instructions or extra time.
The envelopes are available at state Revenue Offices or online, with no medical documentation required. Officials say the programs aim to improve communication, safety, and understanding during traffic stops across Arkansas.
